Summary of the Position :

We are seeking a Senior Manager, US State Policy. This position reports to the Director of Public Policy, Americas within the Commercial Organization.

Responsibilities :
  • Drive state policy priorities within the broader US public policy agenda, as part of the corporate strategy that supports multiple vaccine launches and promotes optimal consumer access to our novel vaccines.
  • Develop and implement the state policy strategy and clearly communicate to external and internal stakeholders.
  • Collaborate with State Government Affairs team to advance Novavax’ policy positions and objectives
  • Inform internal corporate stakeholders of policy changes and potential impacts to the company and their functional workstreams.
  • Track and analyze state regulatory and legislative action to identify potential threats and opportunities during legislative sessions
  • Devise and implement proactive strategies that address implications of legislative and regulatory developments and identify opportunities to advance Novavax’ policy agenda in the US
  • Draft technical comments on rules, regulations and other notices from state government agencies that impact Medicaid and state immunization policies
  • Draft legislative language for consideration on proactive policy priorities including relevant amendments
  • Develop summaries, issue briefs, presentations, and other materials on state legislative and regulatory developments for use with various internal stakeholders.
  • Manage relationships with partners at external organizations (e.g., coalitions, associations) engaged in state and local public policy activities.
  • Work cross-functionally with the Novavax Advocacy, Market Access, Marketing, Communications, Government Alliances, and Sales Teams to drive state policy development that is aligned with the Commercial strategy for each market.

Qualifications :
  • Bachelor’s degree
  • Preferred: advanced degree in public policy, health policy, or law
  • 6+ years of experience in US-based health policy roles in government or private sector
  • Knowledge and understanding of the Medicaid and state immunization programs and other health insurance issues that impact patient access
  • Demonstrated analytical skills to assess how policies impact the company and business environment
  • Excellent interpersonal skills and demonstrated ability to communicate complex ideas
  • Strategic planning skills with detail-oriented approach to execution
  • Strong writing and PowerPoint skills
  • Teamwork skills and ability to work cross-functionally with multiple internal departments, including Market Access, Government Alliances, Advocacy, Marketing, Communications, Legal, Regulatory and Medical Affairs
  • Gaithersburg based or remote position that is within a commutable driving distance to Washington, DC to attend in person meetings / events as required
