Job Details

The Scientific Data Strategy Director is responsible for designing and implementing innovative approaches to leveraging real-world scientific data of both broad and deep patient clinical domains, covering multiple geographic regions and able to support a variety of clinical research needs. This includes determining the best methods for partnering with health systems, data vendors, national/regional patient registries, disease-specific registries and other novel sources of real-world scientific data. This is an advanced and specialized role that requires leadership competencies and accountability, as well as the ability to design ‘out of the box’ solutions that ensures that the scientific or real-world data used in a given solution is fit-for-purpose and is used in a manner compliant with the data use agreement and applicable law. .

Essential Function and Key Accountabilities:
  • Recognize gaps in Parexel's scientific and real-world data coverage
  • Identify, assess, and recommend options to expand access to RWD and scientific data to fill gaps in Parexel's coverage
  • Drive decision-making on whether to strategically partner with select data providers
  • Develop novel approaches to identify, assess and gain access to new robust sources of scientific or real-world data
  • Develop working knowledge of data sets assigned to steward
  • Keep specifications up-to-date in the data catalog (e.g., new functionality)
  • Promote updates to common patient counts (non-project)
  • Match data asset/partner w/ specific project needs (coordinate with SD Solutions Architect)
  • Serves as relationship manager / primary point of contact for data provider
  • Establishes governance structure for relationship (e.g. Including regular meeting on status, performance, capability, emerging requirements)
  • Drive ways in which the partnership can be strengthened (e.g., improve direct access, feasibility turnaround)
  • Ensure data partner's needs/expectations are being met
  • Enhance effective methods with Procurement/LRM to establish/manage MSAs
  • Follow up on how projects are going and what can be improved in terms of the PXL-partner relationship
  • Evaluates data requirements to optimize real-world scientific data services, and grow the PAREXEL RWD client base
  • Develop descriptive content that can be used in capability presentations, proposals, protocols/SAPs, study reports, etc.
  • Surfaces observations and trends that can inform further growth
  • Develop and maintain working relationships with business units, clients and SDO functional units, vendors, providers; at minimum, Global Data Operations, Corporate IT, Technical Quality Management, Legal and Risk Management, Procurement, Data Privacy, Project team personnel, Leaders of internal businesses SDO is supporting
  • Ensure compliance with operating standards, policies, regulations, SOPs, privacy and data security standards
  • Facilitate project-specific contracting needs
  • Represent Parexel in professional societies and at client interactions
  • Present on behalf of Parexel at key events and meetings

Knowledge and Experience:

  • Reputation as an emerging leader in field with sustained performance and accomplishment
  • In depth understanding of the clinical research process and business, medicines and medical device development, healthcare market and related sectors
  • Broad cross-functional experience in the healthcare, scientific and real-world data environment
  • Demonstrated ability to apply scientific or real-world data solutions to address clinical or commercial questions and needs
  • Experienced in budgets and cost evaluation of RWD based solutions
  • Experience in strategic RWD planning, execution, and policy development
  • Excellent understanding of project management principles
  • Demonstrated ability to apply RWD solutions to business problems


Education:
  • Master’s degree (or equivalent experience) in biomedical informatics, public health, data science, life sciences or related field required
  • Advanced degree (or equivalent experience) in biomedical informatics, public health, data science, life sciences or related field desired
