Program Control and Estimating Manager

Our clients focus is delivering on the promise of gene therapy, single treatments with potentially curative results. We are advancing a pipeline of innovative gene therapy programs including the completion of a Phase 3 Pivotal Study in our lead indication hemophilia B, and demonstration of clinical proof-of-concept in Huntington’s disease. Our growing pipeline of adeno-associated virus (AAV)-based gene therapies has been developed using an innovative gene therapy platform technologies supported by industry-leading proprietary commercial-scale manufacturing capabilities. In addition, a strategic partnership with Bristol-Myers Squibb is focused on the development of gene therapies for cardiovascular diseases and potentially other chronic and degenerative diseases that affect larger populations.

Considering this expanding portfolio, is looking for a Program Control & Estimating Manager to support the Program Director to articulate strategy, develop plans and drive execution for our Research and Development Portfolio of Programs and Technologies.

Place in the Organization
As a member of the Global Program Management group, the Program Control & Estimating Manager contributes to the management of development products throughout all project phases from late Discovery through Launch.

Purpose of the role
This position is responsible for supporting Global Program Management and R&D organization is estimating, budgeting, cost control and reporting for entire scope of R&D program portfolio (incl. early and late-stage R&D programs and technology projects).

High level duties and accountabilities include:
Estimating
  • Work closely with R&D teams to support and encourage consistent, robust approach to estimating program cost and resources required.
  • Role covers estimating for the program cost of external services and internal resources (FTE)
  • Support R&D teams:
    • in developing cost and resources estimates for program budgeting purposes
    • to standardize estimating approach to streamline and clarify estimating process.
  • Monitor program external services cost trends in key cost areas. Maintain database on those key trends for estimating purposes and future benchmarking. Incorporate feedback from existing programs to keep database up to date.
Budgeting
  • Manage program budgeting / forecasting process within R&D organization (program cost of external services and internal resources (FTE))
  • Work closely with Finance throughout whole budgeting process to align on budget assumptions, requirements and timelines and ensure its proper communication and understanding withing R&D organization
  • Develop budget guidelines for R&D team for yearly budgeting process.
  • Work closely and support R&D teams during budgeting process, ensure proper estimating approach is followed, support/advise on all budget related questions, conduct budget reviews as required.
  • Verify budget input received from R&D teams with program plans, conduct thorough check of input data.
  • Create and provide Finance with program budget database (incl. required analytics and clarifications) to ensure smooth incorporation into corporate budget and correct interpretation of data for approval presentation.
  • Provide R&D teams, PM team, Finance various dimensions of budget info as required through different stages of budget process to ensure that all involved in the process are properly informed.
Cost control
  • Advise functions on budget spending status (“left to spend”)
  • Verify/endorse invoices sent to collaboration partner(s) for reimbursement (i.e., BMS)
  • Support Accounting and R&D teams during quarterly accrual reviews and on various questions regarding program actual spend (related but not limited to invoices, accruals, contracts)
  • Be point of contact to R&D teams re Synergy system program time writing requirements.
Reporting
  • Regular (monthly) reporting on programs cost execution (incl. variance analysis versus budget baseline and explanatory comments) to PM team, Program Leads, Finance and R&D team Leads.
  • Conduct program budget/cost status reviews with R&D teams, Program teams and Finance (on request) and provide input for various management meetings.
  • Work closely with Finance, Accounting, Legal and R&D teams to maintain up to date information flow on program related cost and commitments to feed reporting.
  • Maintain database on program actual cost with required level of analytics for program reporting (conversion accounting data to program detailed data)
  • Oversee resources reporting in Synergy, make sure that R&D team leads, and Program teams are informed and involved.
  • Reporting on program resources based on info from Synergy system (TBC based Synergy new functionality)
Other
  • Support BMS steering meetings providing updated budget estimates and reporting on actual execution (cost, material supply and resources)
  • Manage process of setting up/change/deactivate program codes, maintain program codes list.
  • Hold “power user” rights (Business system admin) in Synergy system to create/change/deactivate program master data (program codes, names)
Skills, competencies required.
  • Proficient user of project management software’s (MS Project or equivalent) and Office
  • Team player with excellent organizational, communication and interpersonal skills, across diverse functions
  • A strong sense of urgency and patient centricity
  • Ability to work under pressure.
  • Adaptable / flexible to changes and “positive thinking”.
  • Pro-active thinking – ability to challenge the status quo.
  • Fluent in English
Education and background
  • Degree in accounting/Finance or scientific disciplines (e.g., BS, MS, Eng., PhD).
  • 3-5+ years of project control and estimating, preferably in the pharmaceutical/biotech industry.
  • Experience in Project Planning and controlling & Knowledge of all phases of drug development from Discovery to Commercial.
  • Project management training and/or formal qualifications is desirable.
  • PMP Certification a plus
